Contractors are expected to maintain a health and safety program and ensure that all personnel have the required qualifications to perform the work they are hired to do. When working on any of our worksites, you are responsible to follow your own health and safety program as well as all health and safety policies and instructions set out by Timbro Contracting.Responsibilities: Hold a pre-job meeting with all relevant personnel prior to commencing work. The purpose of this meeting is to review safe work procedures, identify hazards and methods of controlling those hazards. All dangerous circumstances must be reported to your immediate supervisor and a Timbro Contracting (A Partnership) representative. (Site Superintendent/Health & Safety Coordinator) Implement and enforce adequate policies, procedures, practices and monitoring systems to control risk to an acceptable level. Hazard Identification & Risk Assessment It is necessary to identify the hazards related to the work being done, evaluate the risks, and develop measures to eliminate or control the risk to protect the health and safety of workers, the public, and the environment. All Contractors shall utilize a process that assesses, evaluates, and controls hazards for its day-to-day activities. This may be in the form of a Field Level Hazard Assessment or other means of hazard identification and control, as approved by Timbro Contracting (A Partnership). Completed hazard assessments shall be readily available on-site throughout the project for review by a Timbro Contracting representative. Hazard assessments are to be sent to Timbro Contracting (A Partnership) Health & Safety Coordinator weekly to ensure compliance. Harassment & Bullying Timbro Contracting (A Partnership) has a ZERO TOLERANCE approach to bullying and harassment and WILL NOT permit it in the workplace. If anything is reported or witnessed, confidential investigations will be conducted. Based on the outcome of the interviews, progressive discipline may be initiated, which could lead to immediate termination based on the severity of the situation. Contractors/sub-contractors can report incidents and/or complaints of workplace bullying and harassment verbally or in writing. When submitting a written complaint please use the proper complaint form which can be requested from the Health & Safety Coordinator. Personal Protective Equipment The contractor shall ensure that all personnel have and use the proper PPE required for the job. Examples include: Hard hats, CSA Steel toed boots, hearing protection, eye and face protection, hand protection, fall protection, gloves, respiratory protection and fire-retardant clothing/coveralls.Muster Point Locations Muster point locations will be different at each job site. Should there be a site office, the muster point will be there. On locations with no site office, the Muster Point will have signage indicating where the location is. Keep a look out for this sign In case if Injury For all minor injuries, persons should obtain first aid from the onsite First Aid attendant. If a serious injury occurs, persons should call for help and remain still. Competent first aid and or medical treatment will be brought to the worksite as soon as possible. All injuries no matter how small, must be reported to the site's first aid attendant. Should a Timbro first aid attendant not be available, your company first aid attendant can complete a first aid record, and submit it to either the Timbro's Superintendent, or Health & Safety Coordinator. Reporting an Accident/Incident/Near Miss All accidents, incidents and near misses MUST be reported immediately to a Timbro Contracting (A Partnership) representative no matter how minor they may seem. No one should disturb the scene of an incident that may be investigated, except to reduce the hazard or protect lives. An incident report/near miss report/spill report form must be completed and handed to the Site Superintendent/Health & Safety Coordinator. Housekeeping Contractors shall maintain a clean and tidy work area that remain free of tripping and slipping hazards. Contractors shall give suitable consideration to all other relevant factors including: Flammable and combustible materials shall not be allowed to accumulate and must be stored properly. All power and welding cables and hoses shall be coiled and stored if not in use. Access ways shall be kept clear of materials and are not to be used as storage areas. Oil, grease, and other such liquid spills shall be cleaned up at the time of the spill and are not to be left unattended. – report all spills and complete the required form. Section 2BOrientation Part 2Confined Space Entry Contractors involved with confined space entry work shall provide a Code of Practice for the specific confined space entry and adequately train all workers and supervisors who may be involved in the entry and/or work in a confined space. Contractors shall provide Timbro Contracting (A Partnership) with its Code of Practice that addresses the following as a minimum: Training of workers, attendants and atmospheric monitoring personnel · Hazard/risk analysis and control methods Gas testing and monitoring Entry permit system PPE requirements Isolation/Lock out Ventilation Communication strategies Attendants role and responsibilities Emergency plan and rescue equipment Fall Protection Fall Protection plans shall be implemented by the Contractor if its workers perform any work from a temporary work area when a possibility of falling 3 meters (10 feet) or more exists, or if a fall from a lesser height may involve an unusual risk of injury; and/or personnel working from a permanent work area could fall 1.2 meters (4 feet). Contractors shall provide Timbro Contracting (A Partnership) with a fall protection plan that addresses the following as a minimum: Responsibilities Hazard assessment and evaluation identifying the fall hazards at the work site Fall prevention and protection strategies to be used Personal Fall Arrest System that will be used The anchors to be used during work The clearance distance below the work area, if applicable, have been confirmed as sufficient to prevent a worker from striking the ground or an object or level below the work area Written procedures Training Rescue plans and provisions How the fall protection plan will be monitored Hazardous Substances The contractor shall insure that each chemical brought on site is approved by Timbro Contracting (A Partnership) prior to use. The contractor shall ensure all of its employees are WHMIS trained. Certification may be requested by the Health and Safety department Timbro Contracting (A Partnership). All hazardous materials and chemicals brought on site shall be accompanied by a Safety Data Sheet (SDS). Contractors are responsible for disposing of non-hazardous waste/construction debris. DO NOT dispose of any chemical on the ground, pour into sinks, drains or trash receptacles. Timbro Contracting (A Partnership)’s Safety Data Sheet (SDS) binders are located in each tool van, and at the shop. They are also available upon request from the Health & Safety Coordinator. Right to Refuse – Imminent Danger The right and responsibility to refuse unsafe work is an integral part of Timbro Contracting (A Partnership)’s health and safety program and WorkSafeBC Regulation. When unsafe work is refused, it should be documented by your supervisor and the hazards controlled by various means – engineering, administrative and PPE controls. Workers should be involved in the determination of the controls and informed when adequate controls are in place.Lock out / Tag-out Any normally energized piece of equipment must be isolated, lockout and tagged out in order to prevent accidental ignition of the equipment. All breakers shall be locked out prior to commencing work. Never remove someone else’s lock. Only the worker who installed the lock is to remove his/her own lock. Any lockout must have a tag attached. Fire Protection & Fire Extinguishers Contractors shall take all necessary precautions to protect workers, the public, the environment, and property from fire. Contractors shall provide a sufficient number of fire extinguishers to adequately protect your portion of the work and your mobile equipment.Ladders Ladders used on the worksite should be inspected prior to use and must comply with WorkSafeBC Regulation. Ladders must be secured.Rest Room Locations Contractors/Sub-contractors are able to use any restroom on Timbro Contracting (A Partnership) site(s). Restroom locations will be different on each site.Equipment Operations Only qualified persons should operate machinery such as excavators, skid steers, dozers and loaders. Equipment certification/competency tickets will be requested by the Health & Safety Coordinator. Emergency Procedures Familiarize yourself with muster points, location of emergency equipment and emergency contacts. Be sure to know there whereabouts of the nearest fire extinguisher and eye wash station. Alcohol, Cannabis & Illegal Drug The possession use and/or consumption of alcohol, cannabis, or illegal drugs, and/or the misuse of prescription or “over the counter” drugs while on any of our worksites is strictly prohibited. Any person(s) found to be impaired, using, or consuming the same will be dismissed. Workers must be fit to perform their jobs. Impairments may include fatigue, illness, and use of prescription drugs, emotional state, and hours of workOverhead Power Lines Contractors shall ensure that when working near energized overhead power lines: Equipment operation is not permitted within 7 meters (horizontal or vertical distance) of an overhead power line without first contacting the utility or power line owner/operator to obtain the voltage of the overhead power line. If the voltage has been obtained, then work may proceed closer to the power line but no closer than the specified safe limits of approach distances as defined in the table below. If work is to proceed closer than the safe limits of approach, then assistance of the utility or power line owner/operator representative must be obtained to help protect the workers involved. When working within a 7-meter distance from an overhead power line, a designated safety watch or flag person must assist to ensure that the safe limit of approach is not violated. Do not store material or equipment directly under or adjacent to an overhead power line. Do not place earth or other material under or adjacent to an overhead power line in such a manner that the minimum ground clearance would be reduced. All contacts with sources of electrical energy must be reported to the Ledcor Designate and investigated. If an energized power line is inadvertently struck, occupants in a vehicle shall remain in the vehicle and never step from the cab to the ground until it is safe to do so. Appropriate signage that identifies the power line must be installed where overhead lines cross over or lie within a work site. Pre-Job Meeting The purpose of the meeting is to review hazards, precautions, roles & responsibilities for the upcoming work. Hold a meeting of all workers involved or impacted by the job or task before beginning work. Meetings shall be documented and that attendance recorded. Clearly communicate the scope of the work and the procedures to be followed.
